SA Procurement Framework

The SA Procurement Framework is designed to help government agencies purchase goods, services and works in a way that achieves value for money, supports government objectives, manages risk, and maintains public trust.

About the framework

At its core, the framework provides the rules, processes, guidance and governance arrangements that agencies must follow when spending public money.

The SA Procurement Framework consists of Treasurer's Instruction 18 and four supporting policies: Governance, Planning, Sourcing and Contract Management.

The South Australian Industry Participation Policy (SAIPP) is a complementary policy that promotes government spending that supports economic development in South Australia and ensures capable South Australian businesses are given full, fair and reasonable opportunity to participate in government contracts.

Principles and benefits of the framework

The SA Procurement Framework guides how government agencies buy goods and services. Its four principles help ensure procurement delivers value for money while supporting local jobs, innovation, and positive economic, social and environmental outcomes.

  • Achieving value for money

    We are committed to achieving value for money in every procurement we do. This means balancing whole-of-life cost and quality, while considering supplier capability, experience, innovation and contribution to South Australia.

  • Creating jobs, apprenticeships and training opportunities

    We consider the economic benefits of procurement, including local jobs, apprenticeships and traineeships. Through our purchasing decisions and contract requirements, we create opportunities that support these outcomes while achieving value for money.

  • Stimulating innovation and
    new business

    We encourage innovation and new business wherever the opportunity exists to improve the way the goods or services are delivered through effective industry engagement, market research, and outcome-based procurement practices.

  • Achieving environmentally sensitive, low-carbon, socially-just outcomes

    We use procurement to deliver social, economic and environmental benefits for South Australia. This means considering ESG outcomes alongside price when assessing value for money.

Priority outcomes from applying the framework

In addition to the outcomes supported through the framework's principles, the framework includes specific priority outcomes that agencies seek to achieve through procurement activities.

SA workers must deliver a minimum 90 per cent of labour hours on major infrastructure projects worth more than
$50 million.

Apprentices, trainees, Aboriginal workers and long-term unemployed must deliver 20 per cent of all labour hours on major projects.

Contractors to government must be paid within 15 days of lodging an invoice.
