The South Australian Government Procurement Framework (the Framework) is designed to empower agencies to engage with industry, clients and communities to innovate and take balanced risks to pursue better outcomes. It applies consistent rules and governs the way in which agencies manager their own procurement processes.
Each agency must comply with the Framework and is ultimately responsible for their own procurement activities.

Treasurer's Instructions 18 Procurement
Treasurer’s Instructions 18 Procurement (TI 18) applies to all agencies (public authorities) as defined in the Public Finance and Audit Act 1987.
TI 18 provides Chief Executives with clear accountability and responsibility to establish procurement governance arrangements and processes suitable to their requirements.

There are four policies and four supporting schedules underneath the Framework, that set the minimum requirements for each key procurement activity (planning, sourcing and contract management) as well as governance and reporting.
The South Australian Industry Participation Policy (SAIPP) is a complementary policy focussing on promoting government spending that results in economic development for South Australia and that capable South Australian businesses are given full, fair and reasonable opportunity to participate in government contracts.
SAIPP is a high-level framework for delivering requirements of section 4 of the Industry Advocate Act 2017
